Why doesn’t anyone listen to the commercial fisherman, it is their lifeline of these people.?

Commercial fisherman in small boats know what is going on in the ocean, why would they over fish it would mean no fish for years to come. They are more pollitacaly correct with their direction because they fear they will be put out of business in years to come. They have invested their live and financial backing to keep this industry going,

I dive for a living. I like to see thre dirt on the bottom of boats. Im going to start a company called how?
low can you go. What do you think of the name and direction?
Anyone notice how a group of birds take off, dart left, then right, all at the same time?
And fish do the same thing in lakes and oceans. There isn’t possibly enough time to send a signal to each one that it’s time to change direction. And which one is making the decison to change direction? What’s the significance? Or am I just another guy with ample time on my hands?
Simply doesn’t explain how it happens in a split second.
